1 . The purpose of vocational training , foreign language training and knowledge required for workers to work abroad
Vocational training , foreign language training necessary for knowledge workers to provide labor to work overseas qualified skills , foreign languages , legal knowledge and other knowledge required in accordance with requirements of the labor market .
2 . Responsibilities of employees in apprenticeship , foreign languages , fostering knowledge necessary

- For vocational training , foreign language " enterprise , business organizations , organizations , and individuals to invest abroad to send laborers to work overseas are responsible for organizing or associated with facility vocational training facilities for training and retraining of job skills , foreign languages for laborers to work abroad " ( Article 63 of Law No. 72/2006/QH11 ) .
- To foster knowledge work " enterprise , business organizations , organizations , and individuals to invest abroad to send laborers to work overseas are responsible for organizing and fostering the necessary knowledge , inspection and certification for workers before they go to work abroad " ( paragraph 1 of Article 65 of Law No. 72/2006/QH11 ) .
4 . Responsibility for vocational training , foreign language
In order to constantly improve the quality of human resources , contributing to increased competitiveness on the international labor market . However, the investment in training is a long term investment that requires huge funds should not have any business that has the ability to invest . At the same time , the foreign language training and to bring new expertise to meet the quality requirements . Therefore, the state has created an open mechanism for organizing training for employees . Enterprises and professional organizations , institutions and individuals to invest abroad to send laborers to work overseas held responsible or associated with the vocational training institutions , training institutions for training , fostering skills , foreign languages for laborers to work overseas .
